By leveraging cutting-edge technology, the GSB has positioned Zambia at the forefront of digital governance in Africa, fostering economic growth, improving service delivery, and ensuring greater accountability. Zamportal is the gateway to Zambia’s digital public services, offering a seamless interface for citizens, bupplications, status tracking, and document issuance, reducing bureaucratic bottlenecks and improving accessibility.
ZamPay is a secure and efficient digital payment platform that facilitates electronic transactions for government services. By integrating multiple payment channels—including mobile money, bank transfers, and card payments—Zampay has significantly improved revenue collection. To date, the system has processed over ZMW 4.5 billion in government payments, ensuring transparency and accountability in financial transactions.
ZamSign provides a legally recognized digital signature service that enables secure and authenticated electronic document signing. As part of Zambia’s e-Government strategy, Zamsign enhances data security and eliminates the need for physical paperwork, making transactions faster and more reliable.
The Zambia Integrated Land Administration System - ZILAS is a specialized platform designed to digitalize land registration and management. By offering an end-to-end solution for land applications, ownership verification, and title processing, ZILAS has revolutionized Zambia’s land administration, reducing delays and ensuring transparency in land transactions.
dotGov has helped Zambia to establish the National Data Registers that serve as key pillars of digital governance, ensuring efficient service delivery, regulatory compliance, and data-driven decision-making. dotGov supports the development and enhancement of these systems, providing secure and interoperable platforms for government agencies.

The Government of the Republic of Zambia is undertaking a transformative initiative to digitize and streamline public service delivery through the implementation of an integrated e-Government platform. This comprehensive system will enhance efficiency, transparency, and accessibility by providing a centralized online portal for various government services, an online payment gateway, and seamless integration across different government institutions.

The integrated e-Government platform marks a significant step forward in Zambia’s digital transformation journey. By modernizing public service delivery, the government aims to improve citizen engagement, boost efficiency, and foster economic development. This initiative aligns with Zambia’s vision for a digital future, ensuring that government services are accessible, transparent, and efficient for all.

e-Services Portal

The e-Services portal serves as a one-stop digital platform where citizens, businesses, and organizations can access a wide range of government services online. The portal eliminates the need for in-person visits by enabling users to:
  • Apply for permits, licenses, and government certifications.
  • Access tax services, including e-filing and payments.
  • Submit applications for business registration and compliance.
  • Track the status of service requests in real-time.
  • Receive electronic notifications and correspondence from government agencies.

Interoperability Across Government Agencies

The platform integrates multiple government departments and agencies, ensuring data sharing and coordination to eliminate redundancies. This includes:
  • A centralized citizen database to verify identity and streamline service access.
  • Cross-agency collaboration for efficient service delivery.
  • Secure document management to facilitate digital records and archiving.

Project Achievements

  • Upgraded Core Components: Enhanced e-identity (Mobile ID), e-signature, e-payments, e-notifications, PKI, national service bus, national data registers (NDRs), and solution framework.
  • Agency Integration: 40+ government agencies integrated with ZamConnect.
  • Financial Institution Integration: 20+ banks and payment processors connected to ZamPay.
  • Business Process Optimization: Conducted Business Process Analysis & Reengineering (BPAR) for seven systems, training over 40 developers, product owners, business analysts, and DevOps engineers.
  • e-Government Growth: 326 e-government services now available through ZamPortal, a unified "single window" platform.

Operational Impact:

  • 4.7 million cases processed over 600,000 customers.
  • 2.5 million electronic invoices generated.
  • 5 billion Zambian Kwacha in revenue collected. (~275 million USD)
